  A Houston man was charged last year in the deaths of five children in his care who drowned after the car they in which they were riding plunged into a rain-swollen culvert.   Chanton Jenkins, 33, was accused of driving drunk and using his cell phone when he lost control of his car, which was filled with seven passengers, reports say.   Five children, including three of Jenkins’ kids, died in the crash. Richard Steinecke II, 21, of New Caney, who was injured last Friday morning by steel beams which had collapsed in a high school auditorium under construction has died, reports say. A missing Beaumont man who had a history of seizures was found dead early last month on Galveston Island’s west end after disappearing in the water on a Friday night.   The man, David Kennedy, 40, was reported missing from Terramar Beach just after 8 p.m., while swimming with family, reports say.
